Analysis of what the situation is the AVE to Galicia

And I am absolutely right: it has plenty of arguments to be restless.

Let's review the events of the past 2 years :

a) In 2009 Obradoiro Pact signed, committing the Ministry of Public bidding M € 3,362 in 2010 conventional. The purpose of the tenders would be the sections slopes between Lubián and Ourense, plus all the performances, electrification and communications between Olmedo and Ourense. According to the Minister of Development, the AVE to Galicia was "screened" for their arrival in 2015.

b) The State Budget 2010 (PGE2010) did not provide a single euro for tenders to carry out in 2010 under the Covenant of Obradoiro. Surprisingly, nobody complained about the absence of budget

c) In mid 2010, the Ministry of Public Works undertakes a budget adjustment of three pairs of balls forced by economic circumstances. Nevertheless, the Minister José White says that the Covenant of Obradoiro go ahead and that will be bid through public-private partnership the arrival of the AVE to Galicia.

My conclusions are clear:

- In the Galician dizzy as we are fools. Like I say asshole. - It is very difficult for them to enable the games in 2012, given the economic adjustment. - There was the predictable to anyone with a little common sense. No company is today able to bear the risk of construction of a section of platform AVE between Lubián and Ourense. Even the best projects can anticipate the unexpected to be present: landslides, collection and removal of upwelling water, maintenance of railway ... And neither the financial muscle building more you risk both in a play at a fixed price. Therefore, the Ministry of Public Works has had to resort back to the conventional (VIA Quote) to tender contracts platform. The trouble is that today there is nothing under budget.

- However, the works, electrification, communications and security are very low construction risk: in this case are the construction YES willing to put money on the table. They are contracts amounting to 2,300 M € will be bid under the PEI Development.

- If you really work the hybrid locomotives, it is likely that the only goal of the Ministry of Public Works is currently having mounted the road between Olmedo and Zamora in 2012 (only bid approved by the Council of Ministers for now) to , with the stretch Ourense-Coruña, can reduce the current travel time of 8 hours between Galicia and Madrid to about 5 hours. Would you give authorities time the general election of 2012? Or perhaps before 2013, regional? Undoubtedly would be a coup de José Blanco, but the only thing Galician mean for the real goal is the journey of 3 hours, before long (2020, being the last region to be connected in less than 3 hours).

- And last but not least, the Galician regional government is unable to react.
