The Development Ministry has approved the Full Information Study A-54 highway between Santiago and Lugo. I say complete because the rest of the study reported was approved in November 2004.
FUCK WHAT HAPPENED IN THESE 6 YEARS?
Quite simply NOTHING. The current Minister of Public Works Joseph Blanco promised much (I'll analyze their promises), but it has taken 6 years of government of José Luis Rodríguez Zapatero to approve the study reported only 28 km of track between Arzúa and Palas de Rei.
Luckily Pepe Blanco is Palas de Rei! Would go even further, but I think it's Favorite Son ...
Back to the facts. The day of this last section ( http://www.boe.es/boe/dias/2010/11/04/pdfs/BOE-A-2010-16953.pdf ) leaves everything clear:
"dated December 16, 2004, published in the Official Gazette of State "Resolution of November 5, 2004, the General Secretariat for the Prevention of Pollution and Climate Change, which formulates the environmental impact statement (EIS) of informative study Santiago-Lugo motorway (... ) "
" As a result of the project evaluation process, the said Secretary General does not comment on the environmental feasibility of the proposed route for the highway on the stretch between Arzúa and Palas de Rei, because the study analyzes a unique alternative for this stretch, which has important environmental implications. Accordingly, this body urges new study alternative routes between Palas del Rei Arzúa and that cut as close as possible to the N-547. "
This means that in November 2004, says the Ministry of Development to explore new alternatives in Arzúa and Palas de Rei. Let's continue what the EIS says:
"The processing began on March 10, 2008, when it is received by the Directorate General of Quality and Environmental Assessment (DGCEA) of the Ministry of Environment, and Rural and Marino original documents from the Directorate General of Highways, Ministry of Development. "
This makes it clear that from November 2004 to March 2008 in the Ministry of Development was absolute calm with respect to this section ...
" On September 10, 2008 the General Directorate of Quality and Assessment advised the developer on the scope and level of detail necessary for the environmental impact study, including a copy of the responses received to consultations practiced. "
" On December 9, 2009, is received at the DGCEA the Ministry of Environment and Rural and Marine full record"
"Due to important environmental implications of the draft General Directorate of Quality and Assessment Environmental requests a report to the General Directorate of Nature Conservation of the Ministry for Rural Affairs of the Xunta de Galicia. "
And then in 2010 began a movement of requests for reports from the Regional Government and the Ministry of Environment, in which the Government of Spain dce the Xunta de Galicia is hindering the process and the Xunta de Galicia says that the Government of Spain is trying to bypass environmental procedures.
Whatever it may, I think it is quite clear that from November 2004 until early 2008, the Ministry of Public Works did nothing to unlock this part of the A -54 between Arzúa and Palas de Rei.
But is that not only is that what happened to the A-54. Despite having adopted the IAD in 2004, other sections have been delays clamorous.
For example, it took six years to start in March 2010 the works on the stretch Guntín-Palas de Rei (and thank goodness that Joseph White is Pallas, which if not equal 10 years had passed) :

curious thing about this tranche Guntín-blades is that the work is to start in March 2010 with the amount of money year after year, the Government of Spain has budgeted for this installment. Consider the State Budget in relation to section Guntín-Palas:
- PGE 2008: The Highways Agency plans to start the works in 2008 as program € 100,000 for that year, 7.4 M € 2009, € 20 million by 2010 and 20 M € for 2011. The rest of 2012, year of completion of works
- PGE 2009: The Directorate General of Highways provides start work in 2009, for € 2M program for that year, 15 M € for 2010 and 45 M € for 2011. The completion of the works is set in 2011, improved in 1 year from the previous estimate.
- PGE 2010: SEITT (State Company for Land Transport Infrastructure) moved to take over the work and the inico program of works in 2010 with € 21 million investment, 33 M € for 2011 and 29 M € 2012. The DGC is responsible for the payment of expropriation and works to reset for 2012.
- March 2010: Work begins with the presence of Development Minister Jose Blanco as he saw in the previous press release
- PGE 2011: The SEITT acknowledges that in 2010 spent only 3.3 M € (of € 21 million budgeted in the previous year) and investment program as 13 M € for 2011 28 M € for 2012 and 30 M € for 2013.
Fun Facts Guntín-SHOVELS SECTION:
1) In the section Pallas Guntín the Government of Spain ceased to invest 18 M € in 2010. Where were they? Is it invested in other works in Galicia? "He was part of the budgetary adjustment from which he never told us anything to Galicia?
2) In January 2010 the works were awarded with a lead time of 26 months ( http://www.boe.es/boe/dias/2010/01/08/pdfs/BOE-B-2010-594.pdf ), so if the construction works began in March 2010 completion of the works contract is May 2012.
