And how is it going?
It's been 8 years since the sinking of the Prestige. 8 years ago and the Government of Spain at a meeting of the Council of Ministers approved the Plan Galicia. It's been (almost) 7 years governing Spain José Luis Rodríguez Zapatero, who promised to fulfill the Plan Galicia.
And how is Galicia after these 8 years? As there
works. YES. But do not go far enough, have started very late and does not return Galicia special infrastructure deficit it has with the rest of Spain.
Reviewing the Plan Galicia, the situation after 8 years of waiting is:
- El Ferrol, Bilbao AVE has disappeared from the map. There is no studies or projects except for the section Bilbao-Santander (which are about exchufados beyond Basques and Cantabria). The 1.476 million euros committed not be reversed in life.
- The AVE Lugo-Coruña has neither study reported. Probably never will, so investment Galicia recibiirá not promised (by the Government of Spain) 780 million euros
- The AVE Ponferrada-Monforte is discarded. promised investment of 690 million euros Galician side was not performed in these 8 years and never will.
- The AVE Lubián - Ourense was a fiasco. We planned a shit AVE then slept in the drawer of the Minister of Development Magdalena Alvarez with the connivance of the President of the Xunta of Galicia Emilio Pérez Touriño. Then came El Salvador in the country now Development Minister José Blanco and put the leg up. But the situation is bleak: 8 years 40% of the section has just started building and the remaining 60% is awaiting a macrocontrato of public-private partnership that has a difficult viability. After securing its completion in 2009, 2010 and 2012 , now tell us which ends in 2015. The most likely not be until 2018.
- The Cantabrian motorway A-8 , which should be completed in 2007 with the momentum of the Plan Galicia, will not be completed until 2012-2013. Galicia continues one year more isolated from the Cantabrian Sea.
- The interior highways A-54 (Lugo-Santiago) and A-56 (Lugo, Ourense) to be completed in 2009 not yet exist. The A-54 works is largely (with very slow rates of implementation) and the A-56 is hardly begun and has an uncertain future (linked to public-private participation PEI). With luck, 2015 will be completed the A-54 (difficult to meet between Pallas and Guntín). In 2020 perhaps the completion of the A-56.
- The Highway Cañiza Pontevedra-A (now converted into the A-57 Pontevedra-Connection A-52) has not even one km inicaciado works. Projects are engaged in some sections. The investment promised in the Plan Galicia EUR 480 million has not yet been executed. Galicia is still waiting 8 years later.
- The Highway Chantada-Monforte (now converted into Ponferrada-Ourense) has neither the Texts of the Draft construction contract. The EUR 196 million committed by the Government of Spain will not run before 2020.
My opinion is that the picture is BAD for the performance of Galicia Plan (Where is the money promised and scheduled to Galicia and never invested?). Some think that while the Plan Galicia was neglected a bit, the rest of itself that advanced infrastructures. Let's see:
- The Atlantic Axis high speed, which was completed in 2007, still waiting. Promised later in 2009 and 2012, we now know will have to wait to 2013 Vigo and Ferrol and the Portuguese border have disappeared from the map.
- El AVE Madrid - Galicia advances to a trickle. 2009, 2012 and now 2015 are the dates involved. The stark reality is that ultimately Galicia will be the last region to complete its connection with Madrid and AVE, unfortunately, is the only one with connections to more than 3 hours. Bad design criteria penalize against Galicia other English regions.
So, I think in these terms Galicia does not compete on equal footing with the rest of Spain. The year 2010 has served to reduce the infrastructure deficit in Galicia and everything looks the 2011 is not going to be very positive.
in and year 2007 published an interesting article on the anniversary of 15 years of AVE from the operation of the Madrid-Seville ( http://infraestructurasgalicia.blogspot.com/2007/04/15-aos-de- ave.html ).
Well, 4 years later, Galicia is still 8 hours from Madrid by train (while other regions are 5 hours or less):
wish is fulfilled Obradoiro Pact in 2011. How? Have not met in 2010? For
NO. The year 2010 has been a lost year for the connection of Galicia-Madrid AVE. NADA has not been tendered, trusting Development Minister José Blanco everything on one card: a public-private macrolicitación announced for September 2010 hopefully we will see in March 2011. I say hopefully, because Private funding is now.
We say that the tender is underway, which was sent to Ofiicial Journal of the European Union, but NO. What was sent was a previous announcement of intent to no avail (except to shorten some administrative delays in some cases and not going to be this). However, the press is blindly believing what filtered from Building:
The Galician AVE and will not back
http://www.lavozdegalicia.es/galicia/2010/12/ 22/0003_8924617.htm
"The process was opened yesterday Infrastructure Manager (ADIF), to inform the Official Journal of the European Union macrocontrato basic characteristics, which ultimately amount to 5,550 million euros. With the IVA-on information to the EU-tax is excluded, the figure rose to 6,500 million. "
" The announcement is a virtually irreversible process with a view to recruitment, it has the approval of the Ministry Economics and information is mandatory for EU companies to qualify for the contract or to join the broad industry consortium which constitute the so-called special purpose company. "
The ad is simply a PRIOR NOTICE regulated by the Law on Public Sector Procurement and means nothing. NO is irreversible. NO is a procurement notice. ES, we say, a Statement of Intent.
Let's go to the source. In http://www.adif.es/ can see what has been sent ( http://www.adif.es/es_ES/empresas_servicios/doc/EyS_Lic_Contr_colab_A-101221.pdf ) and is clearly a PRIOR INFORMATION NOTICE (not notice). As gives us the following details:
initial investment: € 4,350,000,000.00
SERVICES AVAILABLE: € 1,200,000,000.00
CITED IN AMOUNTS NOT INCLUDED IN THE COST FOR FINANCIAL
PARTIAL CONTRACT TIMES ARE AS FOLLOWS:
WRITING PROJECTS AND EXECUTION OF WORKS: FORTY-SIX (46) MONTHS
MAINTENANCE: TWENTY-FIVE (25) YEARS "
is interesting that in the Additional Information section II.8 tell us the " SCHEDULED DATE FOR START OF AWARD PROCEDURES: 1st. half of 2011. "Have not we been told that the tender would be held in the first quarter? Development, by the way, extends the time ... something
addition, the section where it would have to come in the II.6 intended commencement date of the award, because nothing comes. Curious NO?
is also curious that the previous announcement saying that there is NO PROMOTION division batch and then announce to the business PROMOTION that the contract was divided into 4 lots in what we were?
Development divided into several contracts the 'mega' AVE

I said. I WISH TO BE A GOOD YEAR 2011 since 2010, it has not.
